Open a new transparent image 640 - 480
Flood fill it with your background colour
Add a new raster layer and flood fill that with your foreground colour

Layers * new mask layer * from image
Choose the mask 1a
luminance from source checked
Layers * merge * merge group

Effects * Edge effects * Enhance
Add a new raster layer
Selections * Select all

Take Image2
Layers * new mask layer * from image
Choose mask 2020
Luminance from source checked
Layers * Merge * Merge group
Edit * Copy

On your other image paste into the selection
Set the layer opacity to 25

Set the opacity of this layer to 35

Repeat the mask 2020 effect
(now the image 2 has twice the mask 2020 effect)
Edit * Copy
And on your creation paste as new layer
Move this to the right lower corner
Set the Blend mode to Soft Light

Layers * Merge * Merge all flatten

Image * Add Borders 4 pixels with your light colour
select the border
And flood fill the selection with the gold pattern

Repeat the cut-out effect but with 2*2 on the horizontal and vertical

25 Pixels with your light colour
Select the border with your magic wand

Set the blend mode of this layer to soft light

Save your creations .jpg
